Federal laws prohibit dealerships from selling vehicles that have an open recall without first fixing the vehicles to ensure they conform to all safety regulations. When Sands Chevrolet of Phoenix, Arizona got caught selling unfixed vehicles, they were fined $40,000US and agreed to pay the penalty as part of their settlement with the National Highway Traffic Safety Administration.

According to Jerry Moore, the operator of the dealer, “It was something that happened a few years ago, and we’re moving on from it.” When the news of the dealer’s investigation made headlines back in 2014, it was said that the dealer had sold two Malibu Eco sedans which had not received the proper repairs based on the national recall campaign that was active at the time.
